Action is where the blank bends; power is how much force it takes to bend it. They are independent specs, they use the same adjectives, and two brands' 'fast' rods can bend differently because no standard defines the words.
Fast means the bend concentrates in the top section, with the butt mostly standing still. Moderate spreads the curve further down. Slow bends more of the blank. Action describes the shape of the deflection curve, nothing about how hard the rod pulls.
It matters for casting feel and hook sets at distance, which is why tapers are described by it — but the word itself carries no stiffness information.
Power (or 'backbone') is the force needed to bend the blank a given amount — ultralight through heavy. Power is what matches the lure weight range and the fish; action is what shapes how the blank loads and recovers.
The two cross freely: a fast ultralight and a slow heavy both exist, which is why reading one adjective off a spec sheet tells you less than it appears to.
No industry standard maps 'fast' or 'medium-heavy' to a measured curve or force, so each manufacturer calibrates its own scale. Retailer explainers from Mud Hole and CRB agree on the definitions above and then concede the calibration problem: comparing adjectives across brands is comparing different rulers.
Spec sheets also disagree with themselves across a line — the honest move is to read the line-weight and lure-weight numbers, which do mean the same thing everywhere, before trusting the adjectives.
The Common Cents System measures a blank's loaded deflection with coins as weights and produces two numbers — ERN (elasticity ratio number) for power, AA (action angle) for action — that can be compared across any brand's blank. It is a hobbyist-published standard rather than a manufacturer one, and it is the only scheme on this page that turns adjectives into numbers.
